The Biden Administration issued a memorandum on January 20, 2021, to THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES imposing a Regulatory Freeze Pending Review

• No regulations or rules are to be proposed or issued in any manner until Biden's appointed or designated leaders review and approve them
• Immediately withdraw rules that have been sent to the Office of the Federal Register but not published in The Federal Register
• Concerning regulations or rules that have been published in the Federal Register, otherwise been issued, but have not taken effect consideration is to be given to postponing the effective date for 60 days
• Notify the OMB Director promptly of any rules should be excluded from the directive
• Comply in all circumstances with any applicable Executive Orders concerning regulatory management
• The OMB Director is authorized and directed to publish this memorandum in the Federal Register
